Ontario and British Columbia split food truck permitting in two different directions. The split affects inspection frequency, fee timing and the way you appeal a refusal. A truck approved in Toronto is not approved in Surrey.
Regulator and permit split
Ontario works under the Health Protection and Promotion Act and the Ontario Food Premises Regulation. Local public health units issue the food premises permit for a mobile food premise. Toronto Public Health, Ottawa Public Health, Peel Public Health and York Region Public Health each run their own application process.
British Columbia uses the Public Health Act and the Food Premises Regulation. Five regional health authorities issue operating permits: Fraser Health, Vancouver Coastal Health, Interior Health, Island Health and Northern Health. British Columbia's BC business permits and licences hub lists food truck permits among provincial business permits and licences.
Health Canada's food safety information applies in both provinces. It sets the federal context for safe food handling, but the permits remain provincial and local.
Criteria that matter
Three criteria matter most when comparing the two provinces: who issues the health permit, how municipal rules stack on top, and how fees are structured.

Ontario permit path
Ontario splits the process into two clear applications. The health unit permit comes first in most cities.
- Contact the local public health unit where the truck will first operate.
- Submit site plans, menu and commissary agreement.
- Pass a pre-opening inspection.
- Obtain the health unit's food premises permit.
- Apply for the municipal vending permit from the city.
Toronto adds a mobile food vending permit from Municipal Licensing and Standards. Ottawa has its own street food vending licence. For the actual inspection items, see health units check.
Ontario health units also ask for a written commissary agreement before the first inspection. A few units request a menu review for allergens and a sanitation plan. The city vending permit usually needs proof of insurance and a vehicle licence. Keep these documents ready or the first application will stall.
British Columbia permit path
British Columbia keeps one health permit at the authority level, then hands the street-level rules to each municipality.

- Pass plan review and a pre-opening inspection.
- Obtain the operating permit from the health authority.
- Apply for the municipal business licence and street use permit.
BC health authorities want a sanitation plan and a list of proposed vending stops. Some municipalities ask for a separate fire inspection before issuing a street use permit. Richmond and North Vancouver add their own business licence fees on top of the health authority permit.

Where each one wins
Ontario fits a single-city operator. You build a file with one health unit, one inspector and one vending office. Renewal and corrections stay local. An operator who plans to stay within Toronto or Ottawa can manage a simple annual cycle.
Ontario's local units can vary in inspection interpretation, so a truck moving between Toronto and Mississauga may face two slightly different checklists. A few cities also ask for a refundable cleaning deposit.
British Columbia fits a truck that moves around one health region. Fraser Health covers Burnaby, Surrey and Abbotsford. One health permit can follow the truck across those municipalities, though each city still wants its own licence. BC's regional permit works because the health authority covers many municipalities. For example, one Fraser Health permit can be used in Burnaby, New Westminster and Coquitlam without a new health application.

Shared limits
Neither permit travels across provincial lines or covers federal land. A truck with only an Ontario permit cannot set up in Vancouver. A truck with only a BC permit cannot set up in Toronto. If you plan to sell inside a national park or on other federal property, check federal business permits before you book a spot.
Both systems also require a commissary for food storage and disposal. Without a commissary, neither province will approve a full-service mobile kitchen.

Common questions
Do I need a separate health permit in each Ontario city? Yes. Ontario issues the food premises permit through the local public health unit, so a permit from Toronto Public Health does not cover Ottawa.
Does one BC health permit cover the whole province? No. One health authority permit covers its region only. A Fraser Health permit does not cover Vancouver Coastal Health territory.
Which province has lower fees? Fee structures differ by health unit or authority and by city. Expect two fees in both provinces: one for health approval and one for the right to vend on the street.
Can I operate on federal land with a provincial permit? No. Federal land requires separate federal approvals. Check the federal business permits page before selling in a national park or federal building site.
